Job Opportunities at Plan International|Nafasi za kazi Plan International  This role will provide strategic leadership for Plan International’s program in Tanzania, including program strategy, technical support, program effectiveness, knowledge management and learning and overall program implementation (sponsorship, development).  The Director of Programs is responsible for leading a large technical and programmatic team in designing, planning, implementing, and monitoring and evaluating gender transformative program interventions both through partners and direct implementation. The Director of Programs will lead work with government and local partners as an increasingly significant component of Plan International Tanzania’s country portfolio.

The role is operational level for the Plan’s NORAD Project on ending child marriage and teenage pregnancy in Rukwa, will focus on the implementation of the day to day transport activities to ensure timely programme delivery, to provide transportation services to Plan NORAD staff in a safe, courteous and timely manner to enable the programme effectively carry out its operational plan.

Dimensions of the Role

Accountabilities

Ensure vehicle is fit for purpose to deliver the projects and is actively managed:

  • Ensure vehicle is always in good usable condition, well maintained and cleaned vehicle
  • All time maintenance of vehicle in mechanically and technically good usable condition, well maintained vehicle, daily vehicle checking before use;
  • Timely processing of service and maintenance request; and
  • Maintaining vehicle operating books.

Ensure fully compliance with the regulations, policies and procedures:

  • Abide to the required country regulations to avoid unnecessary problem with the law enforcers, updated the administration assistant with vehicle insurance status, safety week stickers and all time valid driving license.
  • Adherence to Plan policies and standard operating procedures, laws and regulations

Maintain updated and accurate vehicle records:

  • Manage well and updated vehicle records, submit vehicle monthly reports, logbook, trips, and fuel records to the administration assistant.

Provides clerical duties for implementation of the programme:

  • Support smooth and quick dispatch and delivery of documents between Plan and other stakeholders;

Staff and material transportation:

  • Responsible for staff, visitors and materials safe and timely transportation to the required destination
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

The post holder will be required to maintain effective working relationship with the Programme Unit administration assistant, procurement and logistics coordinator, programme staff, garages and parters.

Technical expertise, skills and knowledge

Knowledge

  • Class C drivers licence plus valid defensive driving certificate
  • A minimum of ordinary level secondary school education certificate
  • Fluent in Swahili, ability to read, write and speak English
  • A minimum of five years of experience in vehicle maintenance and driving

Project Accountant at Plan International March, 2020

Role PURPOSE

The position holder will be responsible for financial management of Plan’s BMZ 18+ Project which covers component of child protection implemented at regional level across Ifakara region. S/he will be accountable and responsible to ensure effective internal control system, accurate accounting, and financial reporting in compliance with BMZ 18+ financial guidelines. S/he also facilitates the capacity building of the partners finance staff on compliance and to ensure timely advance settlement & payment.

Dimensions of the Role

Project cash and budget management

  • Manage Project bank account and ensure all payments are reflected through the bank account. Project reports match with the project bank account transactions and monthly fund balance statement is available along side monthly bank reconciliation submitted to CO at the said deadlines.
  • Oversee and manage project budget at regional level with close coordination with country finance team.
  • Oversee compliance of Donor financial policy guidelines, policies and procedure of Government of Tanzania relating to all statutory requirements (PAYE, WHT, SDL, WCF, NSSF, HESLB) and any other income tax.
  • Partnership Management & capacity building to implementing Partners. Management Partners’ contracts with regards to financial requirements from timely reporting, support in any audits if any. Review partner’s advance settlement documents, process for timely payment requests.
  • Assist in Detail Implementation Plan revisions and cash flow revisions in close coordination with Thematic Head, Project Coordinator and Finance team.
  • Prepare Weekly and monthly Project cash forecasts in a realistic manner
  • Review  Cash Disbursement vouchers
  • Review purchase requisitions and orders to ensure accuracy of charging of project costs.
  • Monitor proper use of petty cash fund
  • Review payment packages for budget availability and correct coding.
  • Monitor budget versus expenditure on monthly basis and issuing out the Variance analysis report with Finance comments to Programs 3 days after month end.
  • Ensure timely processing and disbursement of payments to legitimate suppliers.
  • Prepare work plan and budget in coordination with the Thematic Head & Project Coordinator and make sure that all expenditures are according to work plan and budget.
  • Ensure that Project spending is in line with their agreement budget and inform Thematic Head & Project Coordinator of any expected deviation for timely action.

Financial reporting

  • Prepare monthly/quarterly program/financial report in coordination with Finance Grants and Finance departments
  • Manage general ledger accounting  and  entering of project expenditure into the system
  • Reconcile Accounting software reports with Project Reports
  • Monitor the advances register and Sub-Grantees advances
  • Ensure Accountability in Preparation, review, consolidation and submission of correct and complete Project Financial reports on time.
  • Assist to Conduct Project audit when needed
  • On Monthly basis, review Project Outline SAP Report against Grant SAP Report, incase of any discrepancies, the same is worked on through passing relevant corrective journals.

Internal Financial Controls enhancement

  • Ensure adherence to Donors financial controls, processes and procedures.
  • Follow up finance-related audit actions
  • Participate in Quarterly physical asset and inventory verifications
  • Partners fully understand all Partnership contracts and financial obligations and adhere to their policies, those of Plan and generally as per Donor requirements.

Technical expertise, skills and knowledge

Essential

  • Bachelor degree in Accounting/Finance or related Business degree, CPA/ACCA qualification an added advantage
  • At least 3-5 years’ of relevant working experience in the field of accounting and finance.
  • In-depth knowledge and experience of the Finance and accounting   preferably in Non-profit making organisation, SAP experience will be an added advantage.
