Job purpose
TICGL is seeking a highly qualified Economist holding a Master’s degree or PhD in Economics or a closely related field.
The successful candidate will lead and contribute to advanced economic research, policy analysis, and public-private partnership and investment advisory assignments.
The Economist will provide technical leadership on complex assignments, represent TICGL and TERI in high-level engagements with government institutions and development partners, and mentor junior research staff.
Key duties and responsibilities
The successful candidate will be responsible for the following:
- Lead the design, execution, and quality assurance of macroeconomic and sector research studies, feasibility assessments, and policy briefs.
- Provide technical leadership on public-private partnership feasibility studies and transaction advisory assignments.
- Conduct economic and financial viability analyses in line with the formal frameworks of the Public-Private Partnership Centre (PPPC).
- Develop and apply rigorous econometric, statistical, and financial modelling techniques to inform research findings and client recommendations.
- Author and review high-quality technical reports, investor guidebooks, policy papers, and proposals for government institutions, development finance institutions, and private-sector clients.
- Represent TICGL and TERI in stakeholder consultations, public lectures, workshops, and negotiations with government agencies, development partners, and investors.
- Provide strategic guidance on Tanzania’s macroeconomic and fiscal environment, investment climate, and sector-specific opportunities to support client decision-making.
- Supervise, mentor, and review the quality of work produced by economists, data analysts, and research assistants assigned to projects.
- Ensure strict fidelity to source data and client Terms of Reference in all analytical outputs.
- Ensure that no external figures, assumptions, or information are introduced into analytical outputs without authorisation.
- Support business development through the preparation of technical and financial proposals, including proposals for donor-funded and government-commissioned assignments.
- Contribute to TICGL’s institutional knowledge base through published research articles, policy insights, and thought-leadership content.
Qualifications and experience
Applicants must possess the following qualifications and professional experience:
- A Master’s degree in Economics, Development Economics, Public Policy, Finance, or a closely related field from a recognized university.
- A PhD in Economics or a closely related field is preferred.
- Master’s degree holders must have a minimum of five to eight years of relevant professional experience.
- PhD holders must have a minimum of three to five years of relevant professional experience.
- Relevant experience must be in economic research, policy analysis, public-private partnership advisory, or investment advisory.
- Experience gained within Tanzania or the East African region is highly desirable.
- Demonstrated experience conducting or leading feasibility studies, macroeconomic analyses, or public-private partnership transaction advisory assignments.
- Experience working on assignments involving government institutions or development finance institutions is preferred.
- A strong record of authored or co-authored research reports, policy papers, or peer-reviewed publications.
- Proficiency in econometric and analytical software such as STATA, EViews, R, or Python.
- Strong quantitative, econometric, statistical, and financial modelling skills.
- Professional certifications such as Certified Public-Private Partnerships Professional (CP3P) or Financial Modeling and Valuation Analyst (FMVA) are an added advantage.

Job purpose
The Data Analyst will support TICGL/TERI’s research and advisory work by collecting, cleaning, analysing, and visualising quantitative and qualitative data obtained from national statistics, project surveys, and client-specific studies.
The role will ensure that data used in TICGL’s research reports, feasibility studies, and investor guidebooks is accurate, properly structured, and clearly communicated to both technical and non-technical audiences.

Key duties and responsibilities
The Data Analyst will be responsible for the following:
- Collect, clean, validate, and organise data from primary sources, including surveys and field data collection tools.
- Collect and analyse data from secondary sources, including the Bank of Tanzania, National Bureau of Statistics, sector ministries, and development partner databases.
- Design and maintain structured databases, spreadsheets, and data dashboards for ongoing TICGL projects, including PPP feasibility studies and investment research.
- Conduct statistical and trend analysis, including descriptive statistics, time-series analysis, and comparative analysis, to support economic and sector research.
- Produce clear charts, tables, and data visualisations for inclusion in reports, presentations, and website content.
- Support the design of data collection instruments, including questionnaires, checklists, key informant interview guides, and focus group discussion guides, in line with project Terms of Reference.
- Perform quality assurance and fact-checking on data used in TICGL deliverables, ensuring strict fidelity to authorised source documents.
- Assist economists and consultants in preparing data annexes, technical appendices, and evidence sections for proposals and reports.
- Maintain proper documentation and version control of datasets and analytical outputs.
- Support monitoring and evaluation data requirements across TICGL and PPPC-related assignments, as required.
Qualifications and experience
Candidates should possess the following qualifications and experience:
- A bachelor’s degree in Statistics, Economics, Data Science, Mathematics, Demography, or a related quantitative field.
- At least two years of relevant experience in data analysis, research, or monitoring and evaluation.

Job purpose
The Policy Analyst will support TICGL/TERI’s research and advisory activities by analysing public policies, laws, and regulatory frameworks relevant to Tanzania’s economic development, investment climate, and PPP environment.
The role involves translating research findings and data into clear, practical, and actionable policy recommendations for government institutions, development partners, and private-sector clients.
Key duties and responsibilities
The Policy Analyst will be responsible for the following:
- Conduct policy research and analysis on macroeconomic, fiscal, investment, and sector-specific issues affecting Tanzania’s development agenda.
- Review and interpret laws, regulations, government strategies, including FYDP IV and sector policies, and international agreements relevant to TICGL’s assignments.
- Prepare policy briefs, position papers, and technical memoranda that translate research findings into clear recommendations for decision-makers.
- Support PPP-related policy and institutional assignments, including analysis aligned with the Public-Private Partnership Centre’s legal and regulatory framework.
- Track and analyse policy and regulatory developments relevant to TICGL’s client sectors, including investment, trade, and public finance.
- Contribute policy sections and regulatory analysis to proposals, feasibility studies, investor guidebooks, and institutional reports.
- Support the organization of public lectures, stakeholder consultations, and policy dialogue events involving government institutions and universities.

Job purpose
The Internship Programme offers recent graduates and final-year students practical, hands-on exposure to economic research, data analysis, policy work, and PPP and investment advisory within a professional consultancy environment.
Interns will support TICGL and TERI research and advisory teams on live client and government assignments under close supervision. The programme is designed to provide direct experience in producing institutional-grade research, analysis, and documentation.
Key duties and responsibilities
The intern will be responsible for the following:
- Support economists, data analysts, and policy analysts in gathering, organising, and cleaning data for ongoing research and advisory assignments.
- Assist in drafting sections of reports, proposals, policy briefs, and presentations under the guidance of a supervisor.
- Conduct literature reviews and background research on macroeconomic, sector-specific, and PPP-related topics.
- Support the preparation of data collection tools and, where required, assist with field data collection activities.
- Help maintain accurate records, filing systems, and documentation for project files.
- Support logistical and administrative tasks for meetings, public lectures, and stakeholder events.
- Assist with fact-checking and quality-checking data and figures used in TICGL deliverables, ensuring strict fidelity to source documents.
- Undertake any other reasonable tasks assigned by the supervisor to support the intern’s learning and the team’s deliverables.
Qualifications and experience
Applicants should meet the following requirements:
- Be a recent graduate who completed their studies within the last one to two years, or a final-year student pursuing a Bachelor’s degree in:
