1. Program Manager – Health Workforce

Program Manager – Health Workforce Job Vacancy at Benjamin William Mkapa Foundation — July 2026
Position Summary
The Program Manager provides strategic leadership, management, and oversight of the Foundation’s Health Workforce Portfolio across Mainland Tanzania and Zanzibar. The role focuses on strengthening health systems, driving portfolio growth, managing stakeholder relationships, and mobilizing resources to achieve sustainable health outcomes.
Key Roles and Responsibilities
- Strategic Leadership: Drive the design, implementation, and expansion of evidence-based health workforce interventions aligned with national priorities.
- Portfolio & Program Management: Oversee project lifecycles, budgets, compliance, and risk management across multiple donor-funded HRH initiatives.
- Technical Excellence & Learning: Lead capacity-building initiatives (training, mentorship, retention strategies) and leverage data/research to document lessons learned and inform policy.
- Stakeholder Engagement: Cultivate partnerships with government institutions, donors, and development partners; represent BMF in technical working groups and policy forums.
- Business Development: Contribute technical expertise to proposal development, concept notes, and resource mobilization efforts to foster portfolio growth.
- Team Leadership: Mentor and supervise program staff, fostering a collaborative, high-performance, and accountable culture.
Qualifications and Experience
- Education: Master’s degree in Public Health, Health Systems Management, Health Policy, Public Administration, Medicine, Nursing, or a related field.
- Experience: Minimum of eight (8) years of progressive experience in health workforce/systems strengthening, including managing multi-stakeholder, donor-funded projects.
- Knowledge: Deep understanding of health workforce systems and policies in Tanzania (regional experience is an asset).
- Skills: Proven track record in program design, budgeting, proposal development, strategic planning, and team management. Excellent analytical and communication abilities.

2. Program Officer – Health Workforce

Position Summary
The Program Officer serves as the regional focal point in the Lake Zone, supporting the implementation, coordination, monitoring, and reporting of health workforce interventions. The role focuses on improving the availability, competence, and performance of frontline health workers, particularly in primary healthcare and maternal, newborn, and child health (MNCH) services.

Key Responsibilities
- Program Implementation: Execute Lake Zone health workforce activities (including the Beginning Fund MNCH initiative) according to approved work plans, budgets, and timelines.
- Capacity Building: Support the delivery of training, mentorship, supportive supervision, and performance retention initiatives for frontline health workers.
- Monitoring & Learning: Collect, verify, and analyze program data in collaboration with the MERL team; document lessons learned, best practices, and success stories.
- Stakeholder Engagement: Maintain strong relationships with Regional Secretariats, Council Health Management Teams (CHMTs), health facilities, and local partners to align initiatives with government priorities.
- Compliance & Reporting: Ensure all activities meet donor and organizational policies; prepare high-quality field updates, activity reports, and technical briefs.
Qualifications and Experience
- Education: Bachelor’s degree in Public Health, Health Sciences, Nursing, Health Administration, or Social Sciences (Master’s degree is an asset).
- Experience: Minimum of five (5) years of experience in health workforce development, health systems strengthening (HSS), MNCH, or donor-funded health programs.
- Knowledge: Strong understanding of Tanzania’s decentralized health system and regional health structures.
- Skills: Excellent program coordination, data management, report writing, and stakeholder relationship skills. Proficiency in MS Office.

Position Summary
The Procurement Officer manages the end-to-end procurement cycle, contract administration, and vendor relationships for BMF. The role ensures full compliance with internal policies, donor regulations, and legal standards, while coordinating the organization’s annual procurement planning and serving as Secretary to the Tender Board.
Key Responsibilities
- Procurement & Bid Management: Oversee the bidding process, respond to vendor inquiries, evaluate submissions, execute contracts, and provide professional feedback to unsuccessful bidders.
- Contract Administration: Prepare tender and contract documents in collaboration with the Legal Advisor. Act as Secretary to the Tender Board and maintain an up-to-date contract register.
- Annual Procurement Planning: Develop, implement, and monitor the Annual Procurement Plan (APP) for goods, works, consultancies, and services.
- Compliance & Internal Controls: Ensure strict adherence to BMF and donor procurement policies, maintaining internal controls such as the segregation of duties across storage and distribution.
- Reporting & Audit Support: Prepare weekly, monthly, quarterly, and annual procurement reports. Provide documentation and support for internal and external audits.
Qualifications and Experience
- Education: Bachelor’s degree in Procurement, Materials Management, Logistics, Business Administration, or a related field.
- Professional Certification: Valid registration/certification from the Procurement and Supplies Professionals and Technicians Board (PSPTB).
- Experience: Minimum of five (5) years of progressive experience in procurement and supply chain management.
- Skills: Strong understanding of procurement regulations, excellent contract drafting abilities, analytical skills, and proficiency in report writing.
