Public Sector Strengthening (PSS) Cluster Coordinator (1 position)
Position I: Public Sector Strengthening (PSS) Cluster Coordinator (1 position)
Expected duty station: Dar es Salaam
Job summary
Reporting to the PSS Lead, the PSS Cluster Coordinator is responsible for coordinating and supporting Public Sector Strengthening (PSS) activities across assigned councils and facilities. The role focuses on monitoring day-to-day operations, ensuring effective implementation of PSS interventions, and strengthening service delivery within supported regions and facilities.

The Coordinator oversees all operational functions within the designated cluster, including management of the costed workplan to ensure alignment with donor requirements and achievement of channel objectives.

The role plays a key part in promoting high-quality sexual and reproductive health services, ensuring adherence to MSI clinical quality standards, and facilitating continuous performance improvement.

The post holder is expected to:

  • Meet and exceed MSI global minimum standards for quality and agreed programme deliverables
  • Fully comply with all MSI Tanzania policies and procedures


Key responsibilities
Key responsibility 1: Planning and coordination of SRH activities

  • Liaise with internal teams and cultivate partnerships with key SRH and family planning stakeholders, including local authorities, MOHCDGEC, implementing partners, and other relevant bodies
  • Plan, prepare, and coordinate supportive supervision activities in collaboration with Regional and Council Health Management Teams
  • Coordinate all PSS training activities and track trained healthcare providers to ensure compliance with MSI standards
  • Work with government mentors to facilitate timely on-the-job training and uninterrupted service provision
  • Support demand-generation activities to ensure client availability for competency assessments, clinical quality audits, and follow-up actions
  • Lead the rollout and management of in-service coaching, mentorship, and supportive supervision programs
  • Collaborate with the RHME team on data activities such as spot checks, data quality assessments, data summits, and accurate reporting in PETRAS, DHIS2, and ORION
  • Review monthly performance data and use identified gaps to improve family planning and CPAC services
  • Support facilities to maintain uninterrupted availability of family planning commodities
  • Work closely with Council Pharmacists to strengthen quantification, forecasting, redistribution, and last-mile assurance
  • Collaborate with MSD zonal offices and regional and council IMPACT teams to improve supply chain processes
  • Lead and support demand generation strategies to increase client access and service uptake
  • Ensure effective CHW referrals and linkage reporting using PETRAS and CHW dashboards
  • Coordinate timely processing and payment of CHW and LGA allowances in collaboration with DRCHCOs

Key responsibility 2: Project and donor requirements

  • Provide SRH and family planning technical expertise during project design, planning, and implementation
  • Support timely execution of costed workplans
  • Assist in preparing and submitting quarterly, semi-annual, and annual donor reports
  • Ensure project strategies align with Ministry of Health guidelines and global standards
  • Share best practices, program updates, and technical innovations through workshops and MSI platforms
  • Organize and participate in quarterly PSS channel review meetings with regional and council counterparts

Minimum requirements
Qualifications

  • Bachelor’s degree in medical sciences with experience in family planning project management
  • Valid registration certificate or license with the appropriate regulatory body
  • Additional qualifications in project management and financial oversight are an added advantage
  • Strong knowledge of sexual and reproductive health and rights across public, private, CBO, FBO, and NGO sectors
  • Experience working with CSOs, CHMTs, RHMTs, and national-level bodies

Experience

  • At least three years of experience working on donor-funded projects
  • At least three years of field-level coordination experience
  • Experience in family planning and advocacy
  • Experience working within Tanzanian government and Ministry of Health systems

Assistant Clinical Quality Coordinator (2 positions)
Position II: Assistant Clinical Quality Coordinator (2 positions)
Expected duty stations: Mwanza and Makambako
Job summary
The Assistant Clinical Quality Coordinator works under the supervision of the Quality Assurance Supervisor and collaborates closely with the Clinical Quality Manager. The role involves overseeing and coordinating clinical quality standards in assigned Outreach teams.

The position ensures compliance with MSI and Ministry of Health clinical quality standards, monitors provider competency, oversees clinical quality internal audits, and supports clinical governance. The Assistant CQC also collaborates with peer assessors and promotes sexual and reproductive health across Outreach sites.
Regular reporting is provided to the Cluster Coordinator and the MST Support Office in Dar es Salaam.

Key responsibilities
Key responsibility 1: Clinical quality assurance

  • Strengthen integration of high-quality family planning and tubal ligation services
  • Support clinical quality internal audits, competency assessments, counseling, and infection prevention
  • Follow up on action plans from audits, assessments, and supervision visits
  • Support adherence to clinical governance principles including emergency management and incident reporting
  • Conduct regular field visits to assess compliance with guidelines
  • Review clinical records and provide targeted technical support
  • Ensure availability of up-to-date clinical manuals and guidelines
  • Support in-service coaching, mentorship, and supportive supervision
  • Assist in identifying and addressing skill gaps through refresher training

Key responsibility 2: SRH activity coordination

  • Support uninterrupted availability of family planning commodities
  • Facilitate redistribution and strengthen facility Medicine Therapeutic Committees
  • Coordinate LGA engagement through inductions and competency assessments
  • Participate in quarterly project review meetings with regional and council teams

Key responsibility 3: Monitoring and evaluation

  • Support incident reporting and management
  • Monitor risk mitigation scores to remain above minimum requirements
  • Support Outreach teams during QTA preparations

Minimum requirements
Qualifications

  • Medical degree from a recognized institution
  • Clinical experience in family planning with MSI competency in long- and short-acting methods
  • Valid professional registration or license
  • Additional project management experience is an advantage

Experience

  • At least two years of active service delivery in client care settings
  • Experience in adolescent health, LARC, permanent methods, stock management, reporting, and data validation
  • Computer literacy in MS Excel, Word, and PowerPoint

Senior Center Manager (1 position)

Job summary
Reporting to the Director of Operations, the Senior Center Manager is a key member of the senior management team responsible for managing, developing, and expanding MSI Tanzania’s network of clinics as a sustainable social business.

The role ensures high-quality standards across all centers and works closely with Customer Care Advisors, Centre Managers, Clinical Quality teams, and HMIS teams. The Senior Center Manager directly supervises Centre Managers and the Head of Laboratories and Clinical Support Administration and represents MSI Tanzania externally when required.

Key responsibilities
Key responsibility 1: Centre performance management

  • Provide leadership support to Centre Managers
  • Review monthly performance indicators and provide structured feedback
  • Support development and implementation of demand-generation and business plans

Minimum requirements
Qualifications
