Request for Proposal: External Statutory Audit Services for DSIK Tanzania April 2026

1. Background

German Sparkassenstiftung (DSIK) is an international NGO committed to promoting financial inclusion, strengthening financial institutions, and supporting sustainable economic development. In Tanzania, DSIK works closely with financial institutions, cooperatives (SACCOs), and other stakeholders to enhance access to financial services and capacity building.

As part of its governance and accountability framework, DSIK seeks to appoint an independent external auditor to conduct the annual statutory audit in compliance with applicable standards and regulations.

The objective of the audit is to enable the auditor to express an independent professional opinion on whether the financial statements of DSIK:

• Present a true and fair view of the financial position
• Are prepared in accordance with International Public Sector Accounting Standards (IPSAS) / applicable reporting framework
• Comply with donor requirements and local regulatory frameworks

The selected audit firm will:

• Audit the financial statements for the year ending 31 December 2025.
• Review accounting systems, internal controls, and financial management procedures
• Verify compliance with:
  • Donor agreements and funding conditions
  • Applicable laws and regulations in Tanzania
• Review procurement procedures and asset management
• Provide a management letter highlighting weaknesses and recommendations

The auditor shall provide:

• Independent Auditor’s Report
• Audited Financial Statements
• Management Letter with actionable recommendations
• Presentation of audit findings (if required)

Interested firms must:

• Be registered and licensed by the National Board of Accountants and Auditors (NBAA) Have at least 5 years of experience in auditing NGOs or donor-funded projects Demonstrate experience with IPSAS/IFRS Have qualified staff (CPA/ACCA certified auditors) Demonstrate independence and absence of conflict of interest

6. Proposal Submission Requirements

Technical Proposal:

• Company profile and experience
• Understanding of the assignment
• Proposed audit methodology and work plan
• Key personnel and qualifications
• References from similar assignments

Financial Proposal:

• Detailed fee structure (inclusive of all costs)

7. Evaluation Criteria

Proposals will be evaluated based on:

• Technical capacity and experience (40%)
• Proposed methodology (30%)
• Financial proposal (30%)
